This is interesting. The agents are not well trained, and not professionals. This resembles a street fight, or a play ground brawl.

These agents were picked up off the street somewhere. Likely desperate to get work. 

Poorly trained. Poorly equipped. Poorly deployed with poorly articulated objectives. Basically, if the People have brown skin, they are the enemy.  But if they have "white skin", leave them alone. 

Rattle Snakes are friendly snakes. They make lots of noise, rattle, and let you know whats going on when they are in the area. They are only dangerous, when they DON'T rattle and make noise. 

Yeah, its the Coral Snake that is the sneaky one.
