Great idea! Quarters of the city can be held hostage, and then hostage negotiator teams play capture the flag against other sections of the city. 

This will build community, and unite People. Don't mind the collateral damage. 

Don't worry about Posse Comitatus, its outdated. 

It depends though. If it came from the 5'11 Trump, well, be leary of him, but, if it came from the 6'3 Trump, then its all good.
